Best & Flanagan is pleased to announce the rankings of Tim Sullivan, Justin Short, and our Construction Law practice group in the 2025 edition of Chambers and Partners’ USA Guide.
For his seventeenth year, Tim Sullivan is recognized in Minnesota as a Band 2 attorney for his Construction Law practice. He is noted in the market for his broad litigation practice representing commercial and industrial contractors, owners and subcontractors in high-value construction disputes.
Justin Short is recognized in Minnesota as a Band 1 Construction Mediator for the first time this year. This Chambers category covers both litigious and non-litigious matters surrounding contractual advisor work within the construction industry for both the suppliers (e.g., developers, contractors, engineers and architects) and those clients employing these types of companies (e.g., corporate or state authorities) on their building plans.
In his Construction Law practice, Justin represents prime contractors, subcontractors and commercial landowners, and he specializes in construction claims relating to highway and bridge projects, Department of Transportation claims, federal Multiple Award Task Oriented Contract (MATOC) agreements, mechanic’s liens, surety and bond claims, bid protests, indemnity obligations, construction contract disputes and commercial and multi-family residential construction defects.
Justin is a national lecturer on construction and real estate industry topics through the Minnesota State Bar Association and gives private seminars to contractors and commercial landowners throughout the United States. He has represented contractors on these construction matters throughout Minnesota, North Dakota, South Dakota, Iowa, Illinois, Arizona, Texas and Colorado and his Chambers ranking this year recognizes the growing visibility of his construction law practice and his reputation as a mediator.
Best & Flanagan’s Construction Law practice group is also ranked in Minnesota as a Band 3 department. Our team is recognized for its experience representing a wide range of clients in construction disputes and acting for contractors and subcontractors on bridge and highway projects.
As a result of client and peer interviews and recent case assessments, individual lawyers are ranked in their practice areas on the basis of their legal knowledge and experience, ability, effectiveness and their client service. Law firms and departments are ranked on the basis of expertise and experience, client service and responsiveness, commercial vision and business understanding, diligence and effectiveness, and the strength and depth of the practice group as a whole. Law firms and individual lawyers are ranked in bands from 1 (highest) to 6, and being ranked in any band is a significant achievement.
