The Public Finance Department at Best & Flanagan has become recognized as an innovative leader in tax-exempt municipal bond financings and taxable bond financings. With six attorneys practicing as nationally recognized Bond Counsel, Best & Flanagan has a wide range of experience and depth in all areas of public finance.

Best & Flanagan’s public finance lawyers have acted as Bond Counsel and counsel to underwriters, developers/borrowers, issuers, trustees and credit enhancement providers in all areas of tax-exempt and taxable financing. In cooperation with our business and real estate attorneys, Best & Flanagan can resolve all of the legal issues which arise from project conception through structuring the financing proposal, coordinating construction and development matters, issuing debt in a publicly offered or privately placed transaction, to implementation and operation of the financed project. In addition to a traditional practice in general obligation bonds, industrial development revenue bonds, multifamily housing revenue bonds and corporate bonds, we have been a leader in the development of 501(c)(3) financings of housing, health care, educational and other charitable purposes, and in providing Native American Tribes with tax-exempt financings for infrastructure and development purposes and taxable financings for gaming facilities.

In all of our activities in the public finance area, we are solutions-oriented, looking for practical answers to legal and tax issues which are often technical and obscure. We are appreciated by our clients for our ability to work together toward the common goal of a successful project financing within the constraints imposed by state and federal law. We value the continuing relationships we have built with the issuers, underwriters, developers/borrowers, bankers, non-profit organizations, Native American Tribes and trustees with whom we work in the public finance community.
