Best & FlanaganThomas J. Radio has joined Best & Flanagan LLP as a partner, bringing more than 25 years of experience and recognized expertise to the firm’s Litigation and Real Estate practice groups.
Tom provides a range of services and creative solutions for corporations, individuals, non-profit organizations, and public entities on issues related to construction, real estate valuation, and land use. During his career as a trial lawyer and counselor, Tom has represented private and public entities on eminent domain and land valuation matters and has represented owners and developers who sought governmental approvals or faced special assessment and eminent domain proceedings. In the construction industry, Tom represents owners, contractors, sureties, and architects, and is adept at negotiating construction contracts, resolving bid disputes, and litigating claims over payments, delays, and defects.
Tom serves as a mediator and arbitrator, particularly in land use, special assessment, and construction disputes. He is listed on the Minnesota Supreme Court’s Rule 114 roster of qualified neutrals.
Tom is a member of the Minnesota Supreme Court Advisory Committee on Rules of Civil Procedure and is a past chair of the Minnesota Board of Continuing Legal Education. He has been named to the Minnesota Super Lawyers as one of the top lawyers in the state, most recently in 2011, and has achieved an AV Preeminent rating through the Martindale-Hubbell Peer Review Ratings process.
A member of the Minnesota State Bar Association, Tom served on the Board of Governors, on the Litigation Section Governing Council, and as chair of the Local Government Section. He currently serves on the Appellate Practice Section Council.
Before joining Best & Flanagan, Tom was a partner at two other Minneapolis law firms, served as a city attorney for more than 15 years, and acted as special counsel for other public entities on land use, eminent domain, construction, employment, and liability matters.
He received his law degree with honors from The University of Iowa College of Law, where he served as editor of the Iowa Law Review, and his bachelor’s degree from Iowa State University. After earning his law degree, Tom served as a law clerk for the Iowa Court of Appeals and for United States District Court Judge Robert G. Renner of the District of Minnesota.
