Allen
Barnard is a member of the firm's Government and Land Development
Law and Litigation and Dispute Resolution practice areas.
He has over 38 years of experience representing individuals, corporations
and governments in land use law matters including eminent domain,
environmental, zoning and redevelopment law matters. Allen also
has handled a large number of civil litigation matters including
corporate disputes, securities litigation, complex litigation and
general litigation matters. He currently serves as City Attorney
and Housing and Redevelopment Attorney for the City of Golden Valley
and handles specialized land use matters for other governmental
bodies.
His recent
transactions include several large condemnation cases for governments
and individuals, representation of a client in a lawyer malpractice/securities
case, and representation of a purchaser in a purchase agreement
case that involves an anticipatory repudiation of a contract before
the conditions of the contract could be met. A significant
case was Kelly v. Piper Jaffray, et al. , a 10-week trial
of securities fraud class action, resulting in substantial recovery.
Allen takes an active role
in civic and community affairs and has served on various Boards
and Committtees in the community. He has been named a Rotary
International Paul Harris Fellow. He has taught a number
of CLE courses.
In his free time, Allen sails, skis, and enjoys
theater, singing in the choir and reading.
